Good Day Manteca Unified School District Community,
I would like to take the opportunity to briefly introduce myself and express my excitement to serve the Manteca Unified School District Community as your Deputy Superintendent of Schools. I am honored and enjoy the opportunity to work with each of you to support our students to reach their greatest potential.
My leadership philosophy involves the empowerment of all stakeholders through professional development; to be responsible for themselves and the duties they are assigned. I encourage innovative and original thinking, while maintaining state, district, and school standards. I believe in quality public education for all students and employees alike. My door is always open for a warm cup of coffee and professional conversation.
My education is a product of the University of California and the California State University School Systems. Having attended UC Santa Cruz, UC Davis, and CSU Sacramento, I have earned a Bachelor's degree in Psychology, a Master's Degree in Education, and a Doctorate in Educational Leadership. In addition to my University education, I am currently an officer in the United States Army and have graduated from multiple schools of military leadership.
My professional career over the last two decades has included but was not limited to : State and Federal categorical programs, Special Education, General Education, Recovery Programs (RTI and Continuation), departmentalized and instructional programs ranging from grades K-14. My leadership experiences have ranged from site administrative positions in both elementary and secondary schools, to three different Company commands, Battalion, Brigade command staff in the military. The culmination of these experiences has given me the perspective and appreciation to work with all of our stakeholders towards our common cause.
I am very impressed with the supportive culture and core academic accomplishments in the Manteca Unified School District. This exemplifies the pride and commitment of the staff, the students, and the community to a high quality education. We are all lucky to have the opportunity to work, learn, and share in such a great community!

MUSD Assigns Deputy Superintendent, Roger Goatcher
Manteca Unified School District is known for smart leadership, innovation and creativity. A District rooted in history while pushing for a future that prepares students for their tomorrow. The vision of the District is clear; to prepare students with relevant and rigorous curriculum that engages students for their global future while residing in the central valley. In order to continue our primary educational mission, we are honored and thrilled to announce the appointment of Roger Goatcher to Deputy Superintendent.
As Deputy Superintendent, Mr. Goatcher is committed to ensuring equitable access by providing the opportunity to receive a comprehensive education. As the recent Senior Director of Student Services, Mr. Goatcher led his team to provide support, resources, and tools to the students, staff and parents within the District in order to meet the needs of all students. Mr. Goatcher firmly believes that given the right support all students can achieve and all staff can make a significant positive impact on the lives of students.
Mr. Goatcher has served the students of Manteca Unified School District since the spring of 2000, beginning his career with the District at French Camp Elementary School as Vice Principal. His teaching career began in 1992 as a high school instructor. His experience with elementary and secondary education shapes his drive and passion to ensure students are ready for their future.
“I am grateful to be working in a profession where I can make a difference in the lives of children every day. Even better, I get to do this in my community for my children,” stated Goatcher.
The administrative structure will prioritize safety and security surrounding the teaching and learning environment. As a Deputy Superintendent of Schools, Roger Goatcher will lead alongside the current Deputy Superintendent of Schools, Dr. Clark Burke under the guidance of the Superintendent, Mr. Jason Messer and the Board of Trustees.
Goatcher, his wife and three children reside in French Camp. His eldest two children are graduates of East Union High School. His youngest will be attending Manteca High in the Fall.
