MCPARLAND SCHOOL SITE COUNCIL
BYLAWS
ARTICLE I NAME
The name of this committee shall be the George McParland School
Site Council.
ARTICLE II PURPOSE
The purpose of this Council shall be to:
1. Develop and recommend the Single Plan for Student
Achievement for grades K-8 inclusively.
2. Have on-going responsibility to review with the Principal,
teachers, other school personnel, and pupils, the implementation
of the Single Plan for Student Achievement and to assess
periodically the effectiveness of the Program.
3. Annually review the Single Plan for Student Achievement,
establish a new budget consistent with the Education Code, and
if necessary, make modifications in the plan to reflect changing
improvement needs and priorities.
4. Take other actions as required by the Education Code.
ARTICLE III MEMBERSHIP
Section 1. The Council shall be composed of the Principal and
representatives of: teachers elected by teachers at the school site;
other school personnel elected by other school personnel at the school site;
parents of pupils attending George McParland School elected by
George McParland School parents and Student Body President.
Council members representing parents or other community members
shall not be employees of the school.
The membership of the Council shall be composed of equal representation
of school staff and parents/student with the goal of total membership of 12.
The membership of the Council shall also be composed of 6 staff members,
including the Principal, three to four teachers, (K-8), and 1 or 2
representatives of other school personnel.
Non-voting members may be appointed by the voting membership as
deemed necessary.
Section 2. Resignations will be accepted upon written notice to the Chairperson.
Section 3. Members shall serve for two years. No member may serve
for more than two terms consecutively. This may be waived upon per
council.
Section 4. A vacancy that occurs on the Council shall be filled by
appointment by majority vote of the Council with a member representative
of the loss. Such an appointment shall serve the duration of the unexpired
term.
ARTICLE IV OFFICERS
The officers of the council shall be a Chairperson and a Vice-Chairperson.
They shall be elected for one year terms at the designated annual meeting
of the council which shall be held in the month of May.
ARTICLE V MEETING AND QUORUM
Section 1. A yearly calendar of meeting dates and times will be established
at the first meeting of each year.
Section 2. A simple majority of the membership shall constitute a quorum.
ARTICLE VI DUTIES
OF THE OFFICERS
SECTION 1. It shall be the duty of the Chairperson to preside at all meetings.
SECTION 2. In the absence or disability of the Chairperson, the
the Vice-Chairperson shall assume the duties of the chairperson.
SECTION 3. Should both senior officers be unavailable, the Principal
shall preside.
SECTION 4. The Recording Secretary shall maintain an accurate record
of the Council minutes and in conjunction with the Site Principal, shall
maintain the Site Council policy manual and file relating to Council
projects and programs.
SECTION 5. The Site Principal shall serve as the Education advisor to
the Council. He or she shall oversee the maintaining of the necessary
records relating to the operation of the Site Council as required by
Education code
5201a and 5250a.
ARTICLE VII DUTIES OF COUNCIL MEMBERS
Section 1. Attend meetings. Two (2) unexcused absences and/or absences
from fifty percent (50%) or more of the regularly scheduled meetings will
constitute a vacancy.
Section 2. After one (1) unexcused meeting missed, the Recording
Secretary shall remind in writing the council member of this bylaw.
Section 3. Excused absences will be letting a member know you will be
absent.
ARTICLE VIII ELECTION
OF MEMBERS
Section 1. The nomination Committee shall consist of at least one (1)
council member appointed at the February meeting. It shall be the
responsibility of the Committee to place the names of interested parents
on an election ballot in March, elect in April by parents and seated in
May. They will have no voting privileges until June 30th. The teachers
will be elected by teachers in May or prior to the first meeting, the
support staff member will be elected by support staff. They will have
voting privileges when elected.
Section 2. Newly elected School Site Council members will be inserviced
as to the purpose, function, and goals of the S.S.C.
ARTICLE IX ELECTION
OF OFFICERS
Section 1. All officers shall be elected at the May meeting.
Section 2. New officers shall assume their duties at the close of the May
meeting.
Section 3. No member shall hold the same office more than two years in
succession.
Section 4. Should an officer resign before new elections are held, the
Chairperson shall appoint a member in good standing to assume the
office until the next regular meeting when the vacancy could be filled.
Section 5. The office of Chairperson shall be rotated between the parent
component and the teacher component yearly.
ARTICLE X COMMITTEES
Section 1. The Chairperson shall appoint such committees as he or she
considers necessary at any time, or as directed by a majority of the members present.
Section 2. If necessary, standing committees consist of:
A. Budget committee
B. Election committee
C. Other
Section 3. Membership on the standing committee shall be by assignment of the Council Chairperson
with the concurrence of Council members.
ARTICLE XI AMENDMENTS
A. These Bylaws may be amended at any regular meeting by a simple
majority of the membership.
B.
The meetings will be governed by these Bylaws and Roberts Rules of
Order.
