Meet Dr. Burke and Mr. Goatcher!

Dr. Clark Burke, Superintendent
Students and student learning is at the center of decision making. Dr. Burke has mobilized all aspects of the District to support individual students and their learning of grade level standards.
Dr. Burke is a product of the University of California and the California State University school systems. Having attended UC Santa Cruz, UC Davis, and CSU Sacramento, Dr. Burke earned a Bachelor’s degree in Psychology, a Master’s Degree in Education, and a Doctorate in Educational Leadership. Prior to serving the Manteca Unified School District as the Superintendent, Dr. Burke was the Deputy Superintendent. Prior to that, he held leadership positions in the Eureka Union School District, Elk Grove Unified School District, and Antioch Unified School District.
In addition to his leadership experience in education, Dr. Burke is a Field Grade United States Army Officer. His bio includes, but not limited to three different Company Commands, Battalion and Brigade Staff Officer, Deployments in support of Operation Iraqi, Enduring Freedom experience and Korean Defense, and a military education through the completion of Command and General Staff College.

Roger Goatcher, Deputy Superintendent
As a Deputy Superintendent of Schools, Roger Goatcher leads alongside the Superintendent, Dr. Clark Burke and the Board of Trustees.
Mr. Goatcher is committed to ensuring equitable access by providing the opportunity to receive a comprehensive education. He firmly believes that given the right support all students can achieve and all staff can make a significant positive impact on the lives of students.
Mr. Goatcher has served the students of Manteca Unified School District since the spring of 2000, beginning his career with the District at French Camp Elementary School as Vice Principal. His teaching career began in 1992 as a high school instructor. His experience with elementary and secondary education shapes his drive and passion to ensure students are ready for their future.
