New schools coming soon to Manteca Unified!

As we enter the early planning and design phase, we’re not ready to provide a specific timeline just yet. However, like you, we’re eager to share updates as they become available!

Typically, Manteca Unified School District follows a structured design process for school construction:

1. Conceptual Design: This stage involves developing the project proposal, including the scope and estimated budget, which then seeks Board approval.
2. Schematic Design: Basic site plans and a detailed project narrative are created.
3. Design Development: The design team finalizes all aspects of the project, covering architectural and various engineering systems.
4. Construction Documents: This critical phase involves creating detailed drawings and specifications that outline the construction methods and materials. The architect collaborates with the contractor to ensure everything aligns with project requirements and standards.
5. Division of the State Architect (DSA) Review and Approval: During this stage, the architect submits the construction documents to the DSA for review. Meanwhile, the contractor prepares bids based on these documents. The final plans and pricing are then submitted to the Board for approval. Once approved, construction can officially begin.

Once construction starts, building a new school typically takes about 2 years.

Manteca Unified School District (MUSD) combines state and local funding to support facility costs. When funds are available, the State provides financial assistance through the School Facility Program, granting funds that cover a portion of new construction costs and a larger share for modernization projects. Additionally, our local community significantly contributes to building and modernizing school facilities. MUSD finances its share primarily through revenue generated from school bond measures (approved by taxpayers during elections), developer fees, and Mello-Roos taxes.

As we plan to build two new schools, MUSD will make every effort to leverage funds though the State of California’s School Facility Program as they become available. This will maximize resource utilization and the district’s financial planning around the project.

The Tinnin Road property is approximately 55 acres, the largest available site within the district, and is located between two new housing developments. It is well situated to support growth throughout the region south of Highway 120. The Tinnin Road school master plan is designed with the flexibility to accommodate educational programming shifts over time and may incorporate a future high school. 

We continue to analyze demographics and enrollment trends each year to make informed decisions about school capacity. The new schools will be positioned to serve the growing regions in Manteca south of 120 and Lathrop. Additionally, the Tinnin Road campus could be expanded to a full TK-12th grade campus in the future. 

While certain regions are advancing with growth and rising enrollments, there are also areas facing aging populations — we call this planning for both increasing and decreasing enrollment trends throughout Manteca Unified. To manage student population trends, we exercise several viable strategic methods such as balancing classes, combining classes, teacher location shifts, attendance boundary adjustments, relocatable classrooms, resource centers, and more. 

Before building new schools or expanding existing facilities, MUSD analyzes current demographics, shifting enrollment trends, and new educational initiatives to reach student needs.

MUSD obtains a detailed 10-year demographic study by partnering with expert reporting agency Davis Demographics. The report is conducted annually for the most up-to-date demographic information, considering factors such as birth rates, housing trends, anticipated enrollment, required state programs, and more. Each year, this report is recalculated to consider the most current data as we review and analyze student retention and site capacity to make smart decisions to support our community’s educational needs, including when to expand or build new schools.

Each year, we conduct a Facility Capacity Analysis to evaluate how each school site meets its programming needs. This involves analyzing the number of available classrooms to determine if they align with current and projected enrollment levels. By assessing classroom availability, we can ensure that our facilities effectively support student learning and growth.

The Programmatic Educational Specification (Ed Spec) serves as the essential framework for designing our new schools. It outlines how MUSD should utilize its facilities to meet the specific needs of our students. By adhering to the guidelines set forth in the Ed Spec, we ensure that the new schools are equipped with appropriate classroom designs and learning environments that foster effective teaching and learning.

Using a data-driven analytical approach, we can make well-informed, appropriate decisions on when and why it’s in the best interest of students to modernize or build school facilities.
