In early 2022, MUSD’s Board of Education approved hiring a Coordinator of Emergency Preparedness and Safety to lead a dedicated school safety department. This team develops and manages the district’s master emergency plan, oversees school safety plans, manages emergency preparedness systems, and coordinates safety training for staff. They also collaborate regularly with law enforcement and fire agencies to maintain strong partnerships.

District Incident Command Team
Manteca Unified School District has an Incident Command Team of key district leaders dedicated to ensuring school safety. This team meets regularly and is ready to act during emergencies, with each member knowing their specific role. They focus on proactive prevention and responsive action during crises.

Each school has a Site Safety Team of teachers, administrators, and support staff focused on keeping our students and staff safe. These teams regularly update safety plans, practice emergency drills, and work with our Department of Emergency Preparedness and Safety, local law enforcement, and emergency responders.

Each school site in MUSD has a Comprehensive School Safety Plan (CSSP) that supports the master safety plan and is submitted to the school board for annual approval to meet current safety requirements. Throughout the year, site safety teams, including law enforcement and fire, continually refine these plans, evaluating practices and addressing emerging safety trends. Each plan includes detailed maps, event-specific procedures, and unique information to ensure preparedness for emergencies.
Training
Our school staff receives annual training on MUSD emergency responses, including instruction on effectively using our emergency management system during drills and real emergencies and training on school-specific emergency plans. Every classroom is equipped with printed emergency response procedures.
Drills
Manteca Unified School District conducts emergency response drills throughout the year, including lockdown, fire, earthquake, and multi-option response drills. Coordinated with first-responder agencies, the specific dates and times are kept undisclosed to simulate real-life scenarios and evaluate our emergency readiness.
First Responder Quarterly Meetings
We partner with local law enforcement and fire agencies to prioritize school safety. Through quarterly meetings organized by our Emergency Preparedness and Safety Department, we review Comprehensive School Safety Plans (CSSP), discuss trending safety topics, and strengthen collaboration. These meetings include the District’s Incident Command team, school safety teams, and local first responders.
Reunification Plan
In a school evacuation, the Reunification Plan ensures safe reunification of parents and children. Each school designates a primary and, if needed, a secondary reunification location. All MUSD schools are equipped with reunification kits containing essential materials for emergencies.
Additionally, staff members are trained for specific roles in the process, and each school’s safety plan addresses site-specific hazards, such as train tracks and flooding, allowing for tailored solutions to potential dangers.
