As we reflect on the 2024-25 school year, the first year of our current three-year Local Control and Accountability Plan (LCAP), it is clear that our direction is focused, unified, and driven by purpose. At Manteca Unified School District, we are not just working harder; we are working smarter – ensuring every action and investment we make supports the outcomes outlined in our LCAP and are aligned with our three district targets: Grade Level Standards, Safety, and Emerging Students.
In MUSD, our LCAP is our entire strategic plan and roadmap, accounting for every student’s needs and every dollar. It is rooted in the Board’s vision and mission, shaped by community input, and guided entirely by data. This year, we closely monitored progress and evaluated results, using those insights to refine our plans. Because we are deeply committed to this work, you will not find a single initiative or budgeted item that is not in alignment with our LCAP. Everything we do is intentionally designed to improve outcomes across our district.
While we are proud of the foundational work that has been done, we know we are not yet where we want to be. More students need to meet grade level standards, and we are addressing this by changing the system itself: where our budget, services, and strategic priorities are centered directly on identified student needs. This is a significant shift in how we operate as a district. It takes time, thoughtful planning, and unwavering focus, but it will lead to long-term improvement and sustainable student success.
None of this progress would be possible without the collective efforts of our entire MUSD community. When we work together with shared purpose and commitment, we create a lasting impact for every student.
We are confident in where we are headed. We know our targets. We have a clear plan. And we are committed to staying the course.

Manteca Unified School District comprehensive strategic site plans are living, working documents with a site collective vision and mission which guides the work of educating students. School site strategic plans align funding with program to address individual student need by ensuring all resources are collaboratively engaged in reflection and evaluation.

Celebrating school successes and strategic planning, MUSD closes out every school year with our annual special board meeting: The State of the District, where all of Manteca Unified’s schools and departments come together to reflect on the past year and share their strategic plans for the year ahead.
